Yes. In Thailand, all motorized two-wheelers — including 110cc scooters — require a motorcycle license.
There is no separate "moped" or "scooter" category like in some European countries.

Many rental shops will rent to you without checking your license. But:
- You're riding illegally
- Your insurance is void
- You're fully liable for any damage or injury
